Twenty years without changing the rate

Since 2004, the fees for technical tests have remained still, although the world around has moved forward – and at a dizzying pace. The costs of driving a vehicle inspection station (SKP) have increased many times, and the owners of diagnostic points must struggle with growing gas, electricity, water, rents, taxes, as well as higher employment costs and new technical supervision requirements (TDT).
– Let’s consider even a minimum wage, which in 2004 was only PLN 824 gross, and from January 2025 it has already reached PLN 4,666 gross. Two decades ago, the fee for the technical examination of a passenger car accounted for 11.9% of the minimum salary. Today? It’s only 2.31% – lists Paulina Elijah-Pietrusewicz, legal councilor from the TC Law Firm.
– In practice, this means that the diagnosis of vehicles is becoming less and less profitable, and control stations are balancing on the limit of profitability. The current rates remain unchanged. A standard technical test of a passenger car costs PLN 98, trucks – PLN 153, a motorcycle – PLN 62, and a vehicle with a gas installation – PLN 162. However, diagnosticians alert that almost a third of these amounts are taxes, and the rest barely covers the actual costs of conducting business -adds Paulina Elijah-Pietrusewicz.

PLN 260-280: new basic rate for the technical examination of the vehicle

Representing the diagnosticians of the Association – OZPSKP and PISKP – they beat the alarm, emphasizing that since 2004 the costs of driving a vehicle inspection station have increased by 70%, while the minimum remuneration jumped by as much as 400%. In order for technical research to function in harmony with economic realities, diagnosticians postulate an increase in rates to PLN 260–280 gross.
Will the ministry decide on such a step? Deputy Minister Stanisław Bukowiec announced that the Ministry is intensively working on a new bill that is to update the rates of fees for periodic technical research. The explanations show that new rates could come into force in 2025, but Specific amounts have not yet been given.
– In addition, the ministry is considering introducing new solutions. One of them is the obligation to document technical tests. Diagnosis will be required to take photos of vehicles during a technical examination and then send them to the Central Vehicle Register. New rules of research dates are also considered-drivers will be able to perform a technical examination up to 30 days before the expiry date of the current test, and the new review will be counted from the last expiry day of the previous one-explains Paulina Elijah-Pietrusewicz.
– It is also worth mentioning higher fees for late technical tests. Drivers late with the review would pay a double rate, And after 90 days even three times the standard fee. Higher rates for 4×4 off -road vehicles are also possible – adds the expert.

Vehicle technical examination: how much it costs outside Poland

The Ministry of Infrastructure has compared fees for technical research in EU countries. Poland occupies 19th place in terms of technical research costs.

However, the question remains: will the government decide on a radical price jump or will make changes gradually, spreading the loads for the coming years? More for the technical examination of the vehicle, penalties for being late

Among the numerous proposals, the idea of ​​introducing penalties for drivers who reports to a technical examination too late returns. Deputy Minister Stanisław Bukowiec points to alarming statistics – As many as 7 million of 21 million cars in Poland undergo a review after the deadline.

Uncertainty continues, and drivers and diagnosticians are waiting for decisions that can radically change the realities of the functioning of the technical research system.
Failure to do a technical review is not only a technical risk, but also financial risk. During road control, the driver may receive a fine of PLN 1,500 to 5000, And lose the registration certificate. This means the need to conduct a technical examination and re -registration of the vehicle.

– For truck owners, the situation is even more complicated. In addition to high fines and the registration certificate, a transport entrepreneur may be exposed to additional administrative sanctions, including financial penalties imposed by the Road Transport Inspectorate. In extreme cases, a lack of an important review may even lead to the initiation of proceedings regarding a good reputation of a transport company, and this may mean loss of license for transport-says Paulina Elijah-Pietrusewicz.
The expert adds that the issue of insurance is an additional risk. If the vehicle without a valid technical examination takes part in the accident, the insurer may refuse to pay compensation or claim reimbursement from the perpetrator. In practice, this means that the insufficiency in the field of review can cost much more than the fee for a technical examination itself.
