Reconstruction and modernization of Ukraine

BGK is one of the institutions implementing financing with Ukraine Facility – an EU instrument whose goal is, among others Attracting public and private investments for the reconstruction and modernization of Ukraine. As Agnieszka Falkowska emphasized in an interview with Zbigniew Bartus in the studio of Dziennik Gazeta Prawna, Facility funds create opportunities for the active participation of Polish business in this process.

Instrument for Ukraine – Ukraine Facility

Ukraine wants to be in the European Union, and the European Union wants Ukraine in its structures, but this requires investment in very difficult war conditions. Last year, the European Union launched an instrument for Ukraine – Ukraine Facility, wanting to contribute to the repair and reconstruction of the country destroyed by the Russians. The support is solid and durable, and arose with a view to the accession of Ukraine to the EU. Help worth EUR 50 billion is intended for:

Pillar 1 – includes financial support for Ukraine’s plan (prepared by the Ukrainian government together with the European Commission) through subsidies and loans.

Pillar 2 – Attracting and mobilizing public and private investments in the reconstruction and reconstruction of Ukraine (in the form of budget guarantees, financial instruments or combined activities).

Pillar 3 – Technical support for the Ukrainian government (regarding EU regulations and structural reforms) and support for civil society.

As Agnieszka Falkowska pointed out, these instruments differ from pre -accession, which Poland used before joining the EU – and not only because they were launched in the realities of the war in Ukraine.

– We are talking here about the support of credit instruments, with a large part of the risk covered by the European Commission. This is very important, because in all of the banks’ credit policies, war is a situation that excludes the granting of a loan. However, thanks to the fact that this instrument is there, we say that now, today the bank will be able to grant loans, and investment loans – explained the representative of BGK.

At the same time, she emphasized that the proposed support tools of Ukraine definitely facilitated the involvement of Polish enterprises and institutions in the reconstruction and modernization of Ukraine, which creates opportunities for mutual benefits and strengthening mutual relations.

The first pillar is over EUR 38 billion for the implementation of the plan prepared by the Ukrainian government together with the European Commission, the second is almost EUR 7 billion to mobilize public and private investments in the reconstruction of Ukraine, and the third is technical support for the Ukrainian government (almost EUR 5 billion).

– BGK, being a financial institution accredited by the European Commission, has already applied about EUR 350 million in the form of a guarantee instrument within Ukraine Facility, as well as over EUR 50 million in the form of grants, i.e. non -returnable funds – said Agnieszka Falkowska.
