Increases for budget 2025 – is this a real increase in wages?
Announced The increase in remuneration for public sector employees at 5% corresponds to the forecast inflation for 2025. This means that realistically salaries will not increase – Their purchasing power will remain at a similar level as in 2024. Meanwhile, trade unions postulated 15 percent. Growth, arguing that the budget’s salaries have not been keeping up with inflation for years and require a thorough reform.
Increases for local government employees 2025
The ordinance of the Council of Ministers is in preparation, which is to update The minimum level of basic salary for local government employees. The project involves adapting these rates to the minimum wage level in 2025, which is PLN 4,666. The scale of increases according to the grade category:
- I- X Category: Growth from 16.65% to 7.56% (the worst so far rewarded employees),
- XI -XX Category: Growth from 5.87% to 5%.
This means that the lowest earners will receive the highest increases, which aims to reduce wage disproportion in administration. The new amounts of the minimum monthly level of basic salary are to be applied for remuneration from March 1, 2025.
Increases for teachers 2025
From January 1, 2025, new minimum basic salary rates for teachers with a master’s degree and pedagogical preparation are in force:
- A beginner teacher – PLN 5,153,
- appointed teacher – PLN 5310,
- qualified teacher – PLN 6211.
For teachers without pedagogical preparation, or with a different education (e.g. bachelor’s degree), the rates are slightly lower – they start with PLN 5027 and end at PLN 5405. This is a small difference that caused the teaching environment dissatisfaction. The Polish Teachers’ Union (ZNP) indicates that the lack of clear differentiation undermines the sense of gaining higher education and pedagogical preparation.
An important event for teachers was the resolution of the Supreme Court of February 26, 2025, which decided that The hours exceeding the working time specified in the teacher’s card should be treated as overtime within the meaning of the Labor Code. This is a breakthrough, because so far teachers have been excluded from the regulations on oversized work. The Ministry of Education announces an analysis of the resolution and possible legislative changes.
Healthcare increases 2025
The increases will not bypass the healthcare sector. From July 1, 2025 A new wage mesh for medical workers will apply, in accordance with the Act of June 8, 2017. The amount of remuneration was calculated on the basis of the average monthly salary in the national economy for 2024, which amounted to PLN 8,181.72 gross.
New amounts take into account the diversity of medical professions – Doctors with specialization, pharmacists, physiotherapists, nurses and midwives with a master’s degree and specialization will gain the most. Not only the basic salaries will be raised, but also all allowances calculated from the base – including for work experience, work at night or in a shift system.

The regulation also provides for a 5% increase for employees employed on the basis of a selection or appointment, i.e.
- Marshals of the provinces,
- starosts,
- city presidents and mayors,
- their deputies,
- Treasures.
Budget 2025 – increases
Increases in the budget sphere are a step in the right direction, but experts and employees indicate that there is no real increase in salaries. With inflation of 5% and rising costs of life, maintaining the current purchasing power does not meet the needs. At the same time, positive signals appear: alignment of minimum wages in local governments, recognition of teachers’ right to overtime, and pay system review.
