How long will Intel’s investment in Poland be delayed?

“Intel is present in Poland, and the investment in Miękinia near Wrocław, in my opinion, will be implemented later than planned. I think that the delay may be even less than the announced two years and ultimately may not even exceed one year” – said the president of PAIH to the Polish Press Agency.

According to Dycha, the voices about Intel’s withdrawal from investments planned in Europe, including Poland, result from an incorrect interpretation of the announcement from the American technology giant. “We are in direct contact with the investor as well as German partners – because Intel’s investment includes two cooperating plants – in Poland and Germany. After these talks (…) I deeply believe that this investment will be implemented,” he added.

“Despite its delay, we must be ready for it both in terms of infrastructure, technology and in terms of the human capital needed by our partners” – emphasized the president of PAIH.

Postponing investment plans until 2026

On September 16, the Ministry of Digitization announced that in a conversation with the Deputy Prime Minister, Minister Krzysztof Gawkowski, the head of Intel, Pat Gelsinger, said that the company is suspending its investment plans related to the construction of previously planned semiconductor factories in Germany and Poland until 2026. As reported, this decision results from the deteriorating global financial situation of the company.

Since February, MC has carried out the process of pre-notification of public aid for investments in the construction of a semiconductor factory. As Gawkowski said on September 13, “The European Commission has informed Poland that there is a green light for notification of state aid for Intel.” The value of the planned public aid spread over the years 2024-2026 was to amount to over PLN 7.4 billion.

As the ministry informed then, the government’s consent and notification of state aid enabled the conclusion of an agreement between the State Treasury, represented by the Minister of Digitization, and Intel, specifying the detailed rules of this aid. The process of granting public aid to Intel was carried out on the basis of a government program called the “National Framework for Supporting Strategic Semiconductor Investments”.

Support for semiconductor investments in Poland

In the announcement about the change in Intel’s plans, the Ministry of Digital Affairs assured that “Poland is open to intensive support for other semiconductor investments in the coming months. The experience and work carried out in cooperation with the European Commission allow for the efficient implementation of this type of projects in the future.”

In June 2023 Intel announced an investment worth a total of approximately $4.6 billion. for launch in Miękinia near Wrocław semiconductor integration and testing facility. The company announced that the new company will employ approximately 2,000 people. people. It was emphasized that Intel’s decision also means thousands of positions with suppliers and temporary employment during construction works.

Intel then announced that the new factory near Wrocław, combined with the existing production plant of the so-called silicon wafers in Ireland and a second planned silicon wafer production plant in Magdeburg (Germany), will help create the first comprehensive and most technologically advanced semiconductor integrated circuit supply chain in Europe, the first of its kind in Europe.
