Among the deregulation proposals, presented by the president of InPost Rafał Brzoska, there was a proposal to liquidate the obligation to issue fiscal receipts with some transactions. As PAP told Deputy Minister of Finance and head of KAS Marcin ŁobodaMinistry of Finance has already started actions aimed at liquidating paper receipts.
There is a mobile application
“The Ministry of Finance has released the E-Paragons mobile application, which allows you to collect all received receipts in electronic version. It can be downloaded free of charge in Google Play and the App Store stores,” said the head of Kas. He added that launching the application was possible thanks to the creation of a special system – Receipt. “It is an IT system that allows you to send receipts from a cash register in a store, for example, to our application on the phone,” he explained.
It all depends on entrepreneurs
He emphasized that although Ministry of Finance He has already made available a solution that allows the resignation from paper receipts, but its dissemination depends on entrepreneurs. First of all, from the pace at which they implement cash registers that allow you to use such functionality.
“Initially, the market was aimed at a lack of cash registers compatible with a receipt. Receiptavailable at: www.e-paragony.gov.pl. Currently, 14 KAS models can issue an e-parish, and KAS producers are preparing another 32 models, “said Marcin Łoboda.
How does the e-parishion system work?
He explained that using the application requires first to install. Then the application user receives an identifier, i.e. so -called KID number.
“When shopping The customer gives his KID number at the cash register. It can display it on the phone or show printed on a piece of paper in the form of a bar code, which the cashier will scan. The buyer can also dictate KID. When the cashier reads Kid, the receipt will be transferred by the cash register to the receipt. E-Paragon is waiting in Huba until the customer downloads him. At the time when the customer activates the receipt function from the application, the receipt will go to his device from the hub. The receipt may take place immediately at the checkout, but also later. The customer has up to 30 days, “said Deputy Minister Łoboda.
“The service does not serve to collect information about customer purchases”
He emphasized that both the application and the system, which is a receipt hub, ensure anonymity and security, and also guarantee that the receipt will not go to anyone else.
“E-Paragon is sent only to a customer who uses a unique KID identifier. Shopping information is only available in the application e-parish on the customer’s smartphone. The service does not serve to collect information about customer purchases. E-paragraphs in the HUB receipt system are inaccessible to tax authorities, “explained the head of the cash register.” We have not heard that anywhere else in the world was so common, anonymous and safe solution enabling the distribution of e-paragraph from the coffers to the client’s phone “-he added.
You can add the receipt by hand
He emphasized that those interested can already use the application, although he admitted that not all shops or service outlets still use cash registerswhich are related to the application. He added, however, that application users can add receipt to it “manually”.
“The application has many applications, such as storing receipts, planning expenditure and control over the passing guarantees. The application allows statistics to be able to conduct helpful in managing your home budget, which ensures convenience and real time saving” – explained Deputy Minister Łoboda.
The ministry is preparing new application options
Informed that now Ministry of Finance It prepares a new version of the E-Paragon application, in which functionalities such as: the ability to transfer KIDs, e.g. family members, or the ability to send the image of the receipt by SMS or e-mail will be added. “These functionalities will allow, for example, the collection of e-parishion in one place for the whole family and facilitate the return of goods in the case of having an e-parishion,” he added.
He reminded that, according to research, Poles are interested in using e-parishioners. At the same time, according to the deputy minister, this solution can benefit entrepreneurs.
“E-ParagonY can improve the customer service process because the customer will be served faster. The e-parishon will always be at hand, providing access to bonuses and promotions offered by service providers. E-parishioners are also ecological-in Poland about 12 billion paper receipts are printed annually, which are not recycled, “he said.
E-Paragon is important as a paper
He emphasized that from a legal point of view an electronically issued receipt is the same as paper document. “E-Paragon is razed with a traditional paper receipt. It can be used for complaints, phrases and other goals. The e-parishion is always available in the application, it will not fade, it will not be damaged, not torn and will not lose”-noted the head of the cash register.
At the same time, he pointed out that while MF encourages to switch to e-parishioners, the liquidation of the obligation to issue these documents itself is a separate issue. Receipt – As he emphasized – they perform a very important function.
“Receipt is proof of purchase and correct sales registration by entrepreneurs. By taking receiptconsumers contribute to the elimination of + gray zone + and support fair competition on the market, because receipts help in reliable accounting of entrepreneurs. The receipt is a key proof of purchase that allows consumers to assert their rights in the event of any dispute with the seller. Provides the possibility of complaints and protection against unfair commercial practices. Therefore, the proposal to give up any receipt to the client is too far -reaching – in each solution the customer must be able to receive a receipt, “said Marcin Łoboda.
