Lack of legal stability – the main barrier for business Patrycja Rogowska-Tomaszycka began by emphasizing that although the need for stability, transparency and clarity in law-making has been repeated by business for years, we are still far from the ideal.
The changes in the government were connected with the hope of better dialogue with entrepreneurs, but many issues remain unresolved. Although she sees improvement, Rogowska-Tomaszycka points out that there is still a lot to do to make the dialogue between government and business truly effective.
The role of the state in regulating the loan market The loan sector in Poland has been supervised by the Polish Financial Supervision Authority (KNF) since 1 January 2024. For Provident, as for the entire sector, this means a qualitative change in relations with the regulator.
Rogowska-Tomaszycka stressed that the dialogue with the KNF is much more professional compared to previous contacts with legislators.
The KNF, as an institution with extensive experience in supervising banks, is trying to teach the specifics of the loan market, which is gaining recognition among industry representatives.
Dialogue with the Polish Financial Supervision Authority – an example of partnership cooperation One example of partnership cooperation with the Polish Financial Supervision Authority was the situation in which the Commission considered introducing new guidelines for the examination of creditworthiness, partly based on experience from the banking sector. After collecting opinions from the loan market, the Polish Financial Supervision Authority accepted the arguments of industry representatives and withdrew from some solutions that would be difficult to apply in this sector. This is proof that the regulator is open to dialogue and is able to adapt its activities to the specifics of various segments of the financial market.
Cooperation with industry organizations
Provident, as a member of the Association of Financial Companies, actively participates in dialogue with legislators and other supervisory institutions. Rogowska-Tomaszycka draws attention to the importance of cooperation with industry organizations such as the Lewiatan Confederation or the Association of Entrepreneurs and Employers. These organizations play a key role in representing the interests of the lending sector and in ensuring legal stability, not only in matters directly related to finance, but also in other areas, such as tax legislation or changes to civil law contracts.
