The Congress of the Republic ultimately approved the so -called Angel Lawan initiative with which the sanctions for those who mistreat animals are hardening, for which more severe sentences are established for those who commit acts of cruelty and abuse against these living beings.
Andrea PadillaSenator of the Green Alliance Party and author of this project, spoke about what this law means that will now go to the presidential sanction.
The congresswoman referred specifically to a case that occurred in the city of Medellín and that met in the last hours. It is a couple who was captured for allegedly kidnapping a cat from their neighbor and demanding a millionaire sum of money in exchange for freeing him.
“These are criminal activities that would have a complementary criminal or police approach, Because not only is an animal attempt when starting it from its home and violating its comprehensive well -being situation (…) but is also being made to extort and ask for a reward, ”he said.
The senator recalled that animals in Colombia still have that property status. “They are like a hybrid between properties and beings that feel,” He emphasized.
Padilla indicated that in this case there would be a concurrence of several crimes and, therefore, made a call to people who know this type of facts to also denounce for an animal abuse issue. “This could even increase sentences,” He warned.
For its part, Álvaro Pérezlawyer, pointed out that this case has a lot of relation to the Angel Law, since this project manages to independent abuse and death.
“An animal is being instrumentalized here to achieve a criminal objective against people who are tutors of this cat. Obviously, there could be a crime contest with what the angel law allows: individualize criminal types, which in other cases would aggravate behaviors of other types, or generate crime competitions, which aggravates the penalty ”, accurate.
In that sense, he said that this happens because the behavior, thanks to this initiative, manages to be typified in a compound way. “It is very interesting what the Angel Law achieves when crimes independent and when the consequence of the penalty is that it is not released, but deprivative of liberty,” he said.
“It is a very interesting result of this initiative. What is happening right now in Medellín perfectly exemplifies what the angel law seeks ”, added.
Padilla also spoke of the possibility that President Gustavo Petro makes some objection to the law. The senator assured that the Head of State has not complied with the agenda in favor of the animals he promised during the campaign, but is confident that everything will continue its normal process and the project will be sanctioned.
“I would expect Petro to sanction this law very quickly, complying with this form of his agenda (…) I would expect that precisely to correct that debt to animals, Petro does not quickly object and sanction the law, ”he said.
