Previously known as ‘Tuition Zero’, the free tuition policy has been renamed ‘I Can Study’. This program focuses on covering the full cost of regular tuition for undergraduate students at public universities in the country, including the National University. However, Coverage does not extend to other additional expenses, such as degree fees, inter-semester courses and other administrative costs.
With a view to expanding access to quality education for young Colombians, especially those with fewer economic resources, the ‘Puedo Estudiar’ program has been updated for the year 2024 by the Ministry of Education.
The new requirements introduced aim to ensure that benefits reach those who need them most, with the policy being extended to 67 public institutions across the country. The subsidy will be renewed every six months, following a review to ensure that beneficiaries continue to meet the stipulated criteria.
Requirements for ‘I can study’
To be eligible, students must meet at least one of the following criteria:
- Belong to a socioeconomic stratum 1, 2 or 3.
- Being part of recognized ethnic communities, such as indigenous peoples or Afro-Colombian communities.
- Be part of peasant communities.
- Being victims of armed conflict.
- Being in the prison population.
- Be classified in groups A, B or C of Sisbén IV.
Students who meet these conditions can apply, regardless of their age. According to the Ministry of Education, “it is important to note that the new free tuition policy ‘I Can Study’ eliminates access barriers and extends benefits to various sectors of society”, therefore:
- There is no age limit.
- The benefit is extended to foreign citizens who meet the requirements.
- Postponing studies is permitted without limit of periods, adapting to the individual needs of the students.
- Up to two additional periods are granted to ensure effective completion of the academic program.
