A new controversy arose in the country last week, after the Attorney General’s Office, led by Luz Adriana Camargo, officially issued Directive 01. This measure seeks to regulate and guide its intervention in the context of social protest.

The congresswoman from the Democratic Center said that this directive puts the Colombian Armed Forces, mainly the National Police, against the ropes, since it is a decision, according to her, that empowers the “vandals”, who in many cases will not be arrested.
“The prosecutor is practically leaving the public force alone, and is allowing vulgar expressions and aggression. I understand that there are some flexibilities in international jurisprudence. If he is a member of the public force, for the prosecutor and Petro, it means that they have fewer rights and less legal equality,” initially indicated.
Then he sentenced: “She is telling the police not to act until they are burning them or the CAI is being set on fire. She is giving license to vandalism, which is disguised as peaceful protest, and is tying up the public forces. Today we have no one to defend us because this thing with the prosecutor will end up with much worse violence.”
Cabal was emphatic in saying that the 2026 presidential elections are at risk, considering that there are many areas of the country that are besieged by illegal armed groups, the same ones that are negotiating total peace with the Government of President Gustavo Petro.
It should be mentioned that President Gustavo Petro, through his personal X account, As usual, he spoke out regarding the announcement made by the Prosecutor’s Office and welcomed the decision it took. “Social protest is not a crime. Well done to the Prosecutor’s Office. No more jail time for protesting and asking for justice,” the president said.
The prosecutor warned that the directive is the result of a rigorous study based on various rulings by the Supreme Court of Justice and the Constitutional Court regarding peaceful protest.
Directive 01 states that the current administration must maintain its commitment to the fundamental principles that should guide the actions of the Prosecutor’s Office, ensuring that interventions during protests are carried out in a respectful manner and in accordance with human rights.
