Fees for leaving a car in the Warsaw Paid Parking Zone can be paid in several ways, but a large proportion of drivers still use parking meters, in which the fees can be made in cash. However, new parking meters placed in a new area of the upper and Lower Mokotów, which was attached to the SPPN last month, are deprived of such a possibility. To pay for parking in such devices, the driver must have a card or BLIK code.
Complaints of residents to the Ombudsman
After extending the zone in Mokotów, complaints about the inability to pay the cash fee began to flow into the Ombudsman, which leads to social exclusion of persons who do not use modern forms of payment. The Ombudsman shares these reservations. According to the spokesperson Equipping the new area of the Warsaw Paid Parking Zone only with non -cash parking cars results in uneven treatment of some drivers. Because there are people, especially in old age, who do not have access or are unable to use modern forms of payment.
According to ROP All users of the paid parking zone have the right to park the vehicle on public roads in the zone provided the fee is paid. Since in accordance with the Public Roads Act for stopping the vehicle in the paid parking zone, the fee should be paid, then You need to create a system for bringing them so that each user has the actual possibility of paying it. Devices for operating the paid parking zone should not discriminate against people who do not use digital money.
The problem will increase
The problem with cashless parking meters does not only apply to new paid parking zones, because in old zones aging devices are replaced with new, non -cash. Of course, in the zone where there is a mixture of old and new devices, the driver can run a bit and look for one that takes coins. However, there will be fewer and less and less a problem with the cash parking fee will increase.
Currently in Warsaw There are already 1,100 such non -cash devices.
What about this right?
In connection with the complaints of residents, the Ombudsman dealt with the inability to pay in cash for stopping in the paid parking zone and sent a letter to ZDM in Warsaw. However, it has a small field of maneuver, because in the case of self -service devices supported without the presence of staff, The right allows the device to be used without cash payments.
Methods of non -cash payments for parking
In this situation, the inhabitants of Warsaw, even the elders, will rather be forced to go to one of the non -cash payment methods.
Parking smartphone holders can make a mobile application. There are six applications to choose from: Anypark, CityparkApp, Flowbird, MPay, Mobilet, MobiParking (SkyCash). To use this form of payment, install the application and set up an account in it and “connect” a payment card or top up your account with funds using a transfer.
Payments in the zone are also served by selected banking applications. However, these are only a graphics overlay on the payment system, which is supported by one of the above -mentioned companies.
Those who do not have SMATCONS at their disposal have payment methods by IVR and SMS. In this case, the User’s Registration of the Service and declaring the appropriate payment source is required: payment card or virtual purse, i.e. the type of pre -paid account from which transactions are paid.
After making these formalities, you can pay for parking in the voice system (IVR) or sending SMS with the appropriate content.
