Power plants in Poland. Can a nuclear project be stopped?

Maciej Bando assured on Saturday on TVN 24 that “at the moment there is a clear decision that, in accordance with the indications”, the first Polish nuclear power plant will be built in the Choczewo commune in Pomerania.

“There is no way today that we can stop the nuclear project,” Bando said. He added that “a change of location is associated with the entire cycle of preparing new environmental expertise and new social consultations.”

When asked whether the launch date of the nuclear power plant in 2033 is realistic, he replied that “today we are reviewing all documents, all contracts.” “I think we will finish this process in about 6 weeks,” he said. He admitted that 2033 is a “difficult deadline.” “Today I will not answer unequivocally whether it cannot be done, but I know that it is a very difficult deadline,” he said.

When asked whether the construction of the power plant would start in 2026 as planned, Bando said: “Yes, it seems that it should be so. If so, there may be a delay of a quarter or two.”

He pointed out that a delay in the start of construction is possible because today one of the most important things is closing the financing of the power plant. “In order to close the financing, the first step that we should do this year is to obtain arrangements with the European Commission that will not question the so-called public aid. We are working on the model. We are in constant contact with the EC,” he said.

Ministry of Climate and Environment in January this year. assured that there are no grounds to change the location of the first Polish nuclear power plant, and the decision to locate the nuclear power plant in the Choczewo commune is final. Changing the location would mean starting the entire process from the beginning, including research that had been ongoing since 2017, i.e. delaying the entire investment by up to 10 years.

On July 11, 2023, the Minister of Climate and Environment, at the request of Polskie Elektrownie Jądrowe, issued a basic decision, which formally confirmed that the investment in the first nuclear power plant in Poland is consistent with the public interest and the policy implemented by the state, including energy policy. This document authorizes Polish Nuclear Power Plants to apply for further administrative decisions and a subsequent building permit in the location indicated in the decision.

PEJ obtained key administrative decisions, on September 19, 2023, the General Director for Environmental Protection issued a decision on environmental conditions for the first nuclear power plant, and on October 26, 2023, the Pomeranian Voivode issued a decision on determining the location of the investment in the construction of the first nuclear power plant in Poland.
