Billions are needed for armaments. SAFE will ensure this

The agreement was signed in the presence of the Minister of Finance and Economy, Andrzej Domański. As the minister noted, “today the defense industry is a key element in building the strength of the Polish economy.”

We need billions of zlotys to strengthen and modernize our capabilities in this sector – said Domański. – The SAFE program is a program that provides the cheapest and most effective source of financing for the Polish economy. Thanks to SAFE, here too, on site Rosomak will receive orders that will create jobs and thanks to which the Polish army will be modernized – he pointed out.

– Our government is absolutely determined that the SAFE program will start working and bring these material effects as soon as possible – declared the minister.

Rosomak is an excellent Polish product

He emphasized that the Rosomak KTO, which has been produced for years in Siemianowice Śląskie, is an excellent Polish product which, on the one hand, is based on a Finnish license, shows how important cooperation of defense industries, and in which, on the other hand, thanks to experience from the battlefield, hundreds of modernizations have been carried out in Poland.

– There is full potential here to develop this part of our economy. There are qualified staff and excellent investment areas that can serve the development of the defense industry, which determines and will determine the future of the Polish economy – said Domański.

Marshal of the province Silesian Wojciech Saługa said that in places such as the Rosomak plant, the strength and security of the Polish state are forged. – Modern armies are not built on training grounds, but in such places. The future of the province is also being forged here. Silesia, the power of industry, what we are talking about – the re-Polonization of industry, transformation – he pointed out.

Hundreds of partners and thousands of jobs

He noted that not only Rosomak is behind the vehicles being built in Siemianowice, but also over 100 partners and thousands of jobs. – 1,647 companies from Silesia alone can benefit from the SAFE program, which will go to the Polish defense industry – said the voivodeship marshal. Silesian.

The president of KSSE, Rafał Żelazny, noted that Rosomak’s support is possible thanks to the regulation of the Council of Ministers that came into force in June last year, enabling support for arms production within the Polish Investment Zone. Already then, the authorities of the Katowice zone declared their readiness to engage in such projects. – From that moment on, the arms sector became one of the most dynamically developing in terms of support within the Polish Investment Zone – said Żelazny.

Rosomak board member Marek Niedbał stated that Wednesday’s agreement was valid an example of the effective use of the investment support instrument aimed at the Polish defense sector. – This is not only an opportunity to reduce the costs of investment implementation, but also the possibility of limiting its implementation time – he said.

375 KLTV platforms for Iguanas

The agreement with KSSE is important for Rosomak, among others: in the context of the framework agreement concluded in September last year for the supply of over 1.2 thousand to the Polish Army. Legwan off-road vehicles, built on a Kia chassis.

On the basis of that framework agreement, e.g. Rosomak signed a week ago contract with Kia Corporation for the delivery of 375 KLTV platforms. In Siemianowice Śląskie there will be preparations for…armored iguanas, that can be carriers of various systems, in this case, among others: elements of the San anti-drone system.

Under Wednesday’s agreement, Rosomak received support from the KSEZ for an investment project aimed at increasing the production capacity of the existing plant.

Increasing production capacity

This is to be done by: launching a production line for Legwan vehicles, robotization of the welding department, digitization of painting and production processes, as well as modernization and reorganization of the central warehouse.

Rosomak plans, among others, construction of an assembly linewhich is to become the company’s key competence pillar in the field new generation light combat vehicles. It has, among others: enable flexible scaling of small-batch production and provide higher efficiency when demand increases.

Modernization of painting booths is to include, among others, the use of automatic dosing systems and the use of air filtration systems with intelligent airflow and temperature management. Automation with sensors connected into a network will translate into control of process parameters and their ongoing analysis in the IT system.

The goal is too full automation of the welding process of wheeled armored personnel carrier hulls by implementing a robotic welding line.

The plant’s production capacity will also be increasedo implementing a system enabling precise production planning based on actual resources.

The modernization of the central warehouse is intended to increase storage capacity, improve logistics and optimize the supply of materials for production, and consequently create an efficient logistics system closely linked to production lines.

What does the Siemianowice plant produce?

The investment project in Rosomak, now supported by the KSEZ, was launched on January 29, 2026, and is scheduled for completion before March 31, 2028.

The Rosomak plant from the PGZ group is the only Polish manufacturer Rosomak wheeled armored personnel carriers (APCs).supplier Iguana light reconnaissance vehicles,additional armor systems, explosion-proof seats, specialized structures and teaching aids.

The Siemianowice plant also has the capacity to: design, research and development, production, implementation of support and training, as well as modernization and renovation of APCs and military equipment.

The president’s veto will not stop the SAFE program

On Thursday, President Karol Nawrocki announced in his message that will not sign the act implementing the EU SAFE reinforcement mechanism. He stated that he would never sign a bill that “strikes our sovereignty, independence, economic and military security.”

After the president vetoed the bill, the government adopted a resolution that will allow – despite the veto – the use of EU funds from the program. Instead of creating a special fund at Bank Gospodarstwa Krajowego to service funds from EU loans, as assumed in the act, the SAFE loan will be taken out by BGK for the Armed Forces Support Fund.

The SAFE agreement will be concluded directly with the European Commission and signed as soon as possible – according to the words of Minister Andrzej Domański.
