0% credit – will it be introduced?

The issue of introducing a 0% loan is currently the subject of heated discussions in government circles. Wachnicka noted that there is no clear decision yet on the final shape of the program, or whether it will be introduced at all. There is a conviction within the banking sector that such a program to support the purchase of apartments is necessary, but it requires careful planning and calibration to actually bring benefits to those most in need.

Wachnicka pointed out that the program should be aimed at people who have difficulties in obtaining a loan on commercial terms, e.g.

due to lack of own contribution. It is important to avoid a situation in which beneficiaries could repay a commercial loan, but decide to take a preferential loan, as was the case with the “Safe Credit 2%”.

Impact of 0% Credit on the banking sector

If the 0% credit program is introduced, the banking sector will be its main distributor. Wachnicka emphasized that banks are ready to implement the program, but they are calling for a longer vacatio legis than in the case of the “Safe Credit 2%” in order to avoid logistical problems and ensure the smooth functioning of the program in all banks from the very beginning.

The role of banks in financing large investments Wachnicka also referred to the role of the banking sector in financing large investments, such as the Central Communication Port (CPK), the development of nuclear energy, or investments related to hydrogen. The banking sector is already strongly involved in financing renewable energy projects and is ready to support the energy transformation in Poland. Wachnicka noted that the final decisions of banks will depend on a clear strategy regarding Poland’s energy mix and appropriate legal regulations.

Banks are also interested in financing new technologies, such as hydrogen, although we are currently at the stage of testing various solutions.

Wachnicka emphasized that banks are ready to get involved in these projects, but they are waiting for their commercialization and legal regulation.

Need for clear regulations and strategies

Both in the case of mortgages and large energy investments, banks expect clear legal regulations and a coherent strategy for the country’s energy future. Wachnicka expressed hope that banks will be able to play a key role in the process of decarbonization and energy transformation in Poland, supporting companies in adapting to new requirements.
