Priority investments
The regulator will set directions for network development and implementation of priority investments. In order to increase the effectiveness of the implementation of goals important from the point of view of the state and regulator policy, the legislator expanded the competences of the President of the Energy Regulatory Office, granting him the prerogative to develop guidelines regarding the direction of network development and the implementation of priority investments, to be included in network development plans.
As he emphasized Rafał Gawin at a meeting with journalists, implementation of the guidelines of the President of the Energy Regulatory Office in the area priority investments is optional and is associated with a remuneration system aimed at encouraging enterprises to implement them.
President of the Energy Regulatory Office it also gained the right to control the implementation of development plans regarding the direction of network development and the implementation of priority investments.
Other significant changes
Other significant changes that will come into force with the amendments to the acts include:
– regulatory sandboxes: the President of the Energy Regulatory Office may temporarily suspend the application of certain regulations to specific entities, which will ultimately speed up the process of implementing modern technologies and innovations;
– so far direct line was a solution only for energy consumers permanently disconnected from the National Power System (NPS). From September 7, 2023, it also applies to customers who are and will continue to be connected to the National Power System;
– cable pooling – sharing of connection infrastructure by RES installations;
– changing the definition of an energy cluster – among others it must include at least one local government unit, and the scope of its activities has been extended to include energy storage;
– from August 2024, they will be able to operate throughout Poland civic energy communities.
