–The employment agency market awaits changes. At the beginning of June, the new Act on employing foreigners enters into force. It will definitely be hard to navigate agencies that do not adapt to this – says Tomas Bogdevic.
He indicates that the new law introduces specific changes in the employment agency market. It comes, among others About a more stringent approach to the employment of foreigners than before and increasing penalties for unlawful practice.
The labor market test disappears
– Employment agencies will be able to employ foreigners only if they have been present on the Polish market for at least 2 years. However, many of the introduced changes should be assessed positively. For example, the so -called Labor market test. Its conduct was quite complicated. The agency had to ask the Labor Office with many unnecessary questions before she could take action. It was an unnecessary formality that only extended the time needed to employ new people – explains Tomas Bogdevic.
Among the changes, which, according to the General Director, Gremi Personal should be praised, were also Electronization of the process of submitting applications to offices by employment agencies and a rigorous approach to those entities that operate in the gray zone.
– There are over 7,000 employment agencies registered in Poland. We are aware that not all of them survive. Not all agencies will adapt to the requirements of new, more stringent law. Certainly the strongest, with good personnel and IT facilities, will cope better. It seems that the market will stabilize – dishonest agencies will disappear and only operating in accordance with the rules – he says
Low unemployment forces immigration
When asked about the migration strategy of Poland, Tomas Bogdevic indicates that the level of unemployment in Poland has been at a very low level for years, and this naturally translates into the need to bring people to work from abroad.
– You need to create a migration strategy so that producers and companies that simply need these employees have easy access to them. It is also necessary to develop flexible rules of cooperation with recruiters. If we are very strictly approaching all this and still impose penalties or issuing permits for a long time, then we may have a problem He warns.
– It is very important to distinguish between gainful and illegal migration. As for the last one, it is natural that you have to fight it. However, if we are talking about economic emigration, then these employees come to Poland to improve their lives, earn and leave.
