Tender for the construction of the PGE Baltica operational and service base in Ustka
August 13 this year PGE Baltica She announced tender for the general contractor of the operational and service base for the needs offshore wind farm servicewhich will be built in Ustka. The tasks of the construction contractor will include preparing complete design documentation and construction of the facilities and obtaining valid permits for their use.
As PAP was informed by the PGE press office, the tender is public, unrestricted and organized under the Public Procurement Law. “We have already received the first questions from those interested in submitting an offer and applications to participate in the site inspection, which confirms the great interest in the construction of the base by construction companies. The original deadline for submitting offers is September 24,” PGE informed.
Planned date for selecting a contractor and starting construction works
“Taking into account the PZP procedures, we plan to make selection of the general contractor by the end of this year, so that construction work can begin in early spring, as soon as weather conditions allow it,” added representatives of the company’s press office.
According to the company’s estimates, the base will employ around 100 people; however, the potential for creating new jobs is much greater.
Employment and structure of the operational and service base staff
“The crew can be divided into several groups. The first will be administrative employees, including those supervising the proper operation of offshore wind farms from the monitoring center operating in the base building. The second group will be service technicians who will sail to the area on CTV ships (crew transfer vessels) offshore wind farms to perform routine maintenance activities or, if necessary, to diagnose and turbine fault removalThe third group are employees working at the base, who will be responsible for maintaining the spare parts warehouse, loading equipment onto the ship, etc.,” the press office reported.
“The base will operate 24 hours a day because monitoring of electricity production at sea must take place all the time. However, work will of course be shift-based. In the case of technicians working at sea, they will sail out to the offshore wind farm area in the morning and return in the evening. At least two CTV units will be moored at the quay. As part of current needs, spare parts will be delivered to the warehouse on the base,” PGE added.
Progress in obtaining administrative decisions and the tender for the Contract Engineer
According to information provided to PAP, the process of obtaining administrative decisions is nearing completion. “A tender for a Contract Engineer to supervise the base construction process is also underway,” PGE reported.
The construction process will consist of several stages: construction of an office and social facility with a warehouse, reconstruction of the quays for the needs of the investment, as well as new development of the area, i.e. maneuvering and access roads, storage yards, parking lots and underground infrastructure and green areas.

“The vast majority of the works will cover strictly the area belonging to PGE Baltica. Its location in the southwestern part of the port means that the works taking place there will not affect other users. If it happens that some part of the works will have to be carried out in the area adjacent to the area of the future base, such works will be carried out according to a strictly defined plan and conditions agreed at this stage with institutions such as the Municipal Infrastructure Board in Ustka, GDDKiA, or the Maritime Office in Gdynia,” the company indicated.
As emphasized, the works will be carried out in a way that is as inconvenient as possible for residents. “The use of trucks cannot be avoided, heavy equipment will appear on the construction site, but with the use of appropriate methods of organizing construction works, the use of modern construction technologies and respect for the decisions obtained, including the environmental decision, the impact on the neighborhood will be limited to a minimum,” PGE reported.
Base commissioning date and related offshore wind farm projects
The operational and service base is planned to be put into operation in the fourth quarter of 2026 – a year earlier than pBaltica 2 projectthe most advanced of the offshore wind farms in the construction of which PGE is involved.
The PGE Group’s offshore program assumes construction by 2030 Baltica Offshore Wind Farmimplemented in two stages – Baltica 2 and Baltica 3, with a total installed capacity of up to 2.5 GW. This investment is being implemented together with Orsted. After 2030, another PGE project called Baltica 1 with a capacity of approx. 0.9 GW is to start operating.
