Will there be a new health insurance premium for entrepreneurs? It would start on January 1, 2025

“We know that we have to lower the health insurance contribution for entrepreneurs,” assured Finance Minister Andrzej Domański on Thursday on TVN 24.

As he said, all coalition partners present their proposals regarding the contribution. “I encourage everyone to discuss financing health care, to find a good solution. I am absolutely convinced that we will find such a solution, because there is a will on the part of the coalition partners,” assessed the head of the Ministry of Finance.

He recalled that in March, the heads of the Ministry of Finance and the Ministry of Health presented the assumptions for changes in the health insurance contribution, concerning entrepreneurs settling PIT in one of four forms: tax scale, 19% flat tax, lump sum on recorded revenues or via the tax card.

Health insurance premiums benefit entrepreneurs

In his opinion, 93% of entrepreneurs would benefit from such solutions.

“I am supposed to receive the project by the end of this week, such far-reaching assumptions from the PSL, I am very keen on it,” said the head of the Ministry of Finance. He recalled that the Left also presented its proposals.

“I would like us to have one common government project; it seems to me that this is the only right direction,” the minister said.

When will the new health insurance contribution come into force?

Asked when Polish entrepreneurs will pay lower health insurance contributions, the minister said he would like such a solution to be developed within the next few weeks. The Sejm, he said, convenes in mid-September. “I think that by then we will be working on the new health insurance contribution coming into force – I would like it to be from January 1 next year,” he said.

Health Minister Izabela Leszczyna said on Thursday that if there is no consensus in the coalition on the health insurance contribution, the government will at least want to abolish the health insurance contribution from the sale of fixed assets.

“I am convinced, and I know that Minister Domański also considers this direction necessary, that we must deliver on our election promise, i.e. the abolition of the completely aberrant idea of ​​paying health insurance contributions from the sale of fixed assets in the company. If we do not find a consensus, I am convinced that Minister Domański and I will want to at least bring this to an end,” said the head of the Ministry of Health.

She noted that she had an agreement with the Minister of Finance that the resulting loss of revenue from health insurance contributions would be covered from the state budget.

Poland 2050 has a different project

In addition to the proposals of the Ministry of Finance and the Ministry of Health, Poland 2050 submitted its draft amendments to the health insurance contribution to the Sejm, and the Polish People’s Party and the Left also announced their own projects. Kosiniak-Kamysz

PSL President Władysław Kosiniak-Kamysz announced that if there is no final project on the health insurance contribution from the Ministry of Finance and the Ministry of Health in the near future, PSL has prepared a compromise project. According to him, the project proposed by Polska 2050 is too far-reaching a solution, while the provisions proposed by the Ministry of Finance are too conservative.

According to the project of the Ministries of Finance and Health, entrepreneurs on the tax scale (1.3 million entities) would pay a contribution of 9% from 75% of the minimum wage. In the case of those paying the flat tax, the contribution is to be calculated at 9% from 75% of the minimum wage to income equal to twice the average wage. People paying a flat-rate tax on recorded income will pay 9% from 75% of the minimum wage to monthly income equal to four times the average wage. In turn, entrepreneurs on the tax card would pay a contribution of 9% from 75% of the minimum wage, also without the possibility of deduction from tax.

Poland 2050 presented its proposal for changes to the health insurance contribution in March. The group then submitted an auto-amendment to its project – instead of a fixed contribution level, it proposed flat-rate amounts of 4%, 7% and 9.4%, calculated from the average salary, depending on income.

Currently, the employee health insurance contribution is 9 percent. The same amount is paid by those running a business on the tax scale. Entrepreneurs on a flat tax pay a contribution of 4.9 percent, while those paying a flat tax pay three levels of flat contribution depending on income. (PAP)
